When you upload an email file for import we run it through a deliverability check that determines how many inactive emails are in the list.

If there are too many inactive emails (more than a few % of the list) we are not able to complete the import. Were we to do so and allow an email blast to be sent to these contacts, a bunch of the emails would bounce and that would hurt our deliverability and spam score - which is bad news for everybody.

We use NeverBounce to check the quality of your lists. If you head to their webpage you can signup for a free account and check the quality again for yourself. After doing so, they will give you the option to clean the list - which means you will then be able to upload the clean list to Hive!
